In recent days, heavy headlines related to regional tensions have left many UAE residents feeling a little unsettled.
Against that backdrop, a surprise public appearance by UAE President Sheikh Mohamed bin Zayed Al Nahyan at Dubai Mall offered a visible reminder of stability and continuity.
During his walk, the president mingled with visitors, stopped to chat, and even shared coffee in a spontaneous, informal way, showing the warmth and closeness of leadership and its care for every individual, whether citizen or resident.
Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, also made a public appearance on Tuesday, ending his fast at Al Majlis, Madinat Jumeirah, sitting alongside members of the public.
Managing social dilemma
Dr Jais Adam Troian, Assistant Professor of Psychology, Heriot-Watt University Dubai, said, “These public appearances are powerful interventions in situations that we call ‘social dilemmas.’” Research shows that in such situations, leaders act as "belief managers", shaping how communities respond to challenges such as panic buying or collective anxiety.”
He highlights that when leaders model calm and confidence, they directly shape public beliefs and actions, fostering prosocial behaviour and reducing fear-driven reactions.
“By appearing in public spaces like malls, the UAE’s leaders signal stability, reinforcing trust and discouraging panic. Their calm demeanour helps shift public focus from individual fear to collective resilience, mitigating antisocial behaviours like stockpiling or hoarding.”
Moreover, leaders’ actions create a ripple effect, he notes. “When people see their leaders acting normally, they are more likely to mirror that behaviour, believing others will do the same. Ultimately, these visible acts are not just gestures; they are strategic tools for maintaining social order and morale. By leading by example, the UAE’s leaders remind us of all that unity and calm are our strongest assets in uncertain times.”
Leaders are like emotional ‘barometers’
Other experts also reiterate that such gestures carry deeper significance than what meets the eye.
Aseel A. Takshe, acting dean, School of Health Sciences and Psychology at Canadian University Dubai, said, “Humans often look to leaders as emotional ‘barometers’ in uncertain moments. When leadership appears relaxed and grounded in public, ordinary places, people read that as a signal that the situation is under control and carefully managed. For many, especially families and children, seeing leadership in a familiar space like a mall or metro makes the abstract idea of ‘national stability’ feel personal, local, and close to home.”
Symbolic public appearances are not just reassuring—they help build trust over time. “To us, the ordinary families, these moments functioned like a psychological anchor: they silently communicated with us and said, 'Carry on with your lives; we are with you and watching over things,'" Takshe added.

Puja Mahesh, PhD, Head of the Department of Media and Communication at Symbiosis Dubai, noted, “Leadership visibility also sends a powerful communication signal." When the leadership was seen walking through Dubai Mall greeting residents and tourists, it reinforced a message of calm and stability. Clear and consistent wording also helps reduce speculation… Well-structured messaging helps prevent rumours from filling the information vacuum.”
Experts also explain that from a crisis-management perspective, these gestures are effective.
